BTCL’s Tk 3 billion 5G project stalled

A multi-billion-taka 5G readiness project led by the Bangladesh Telecommunications Company Limited (BTCL) has remained suspended for over three years, with officials citing bureaucratic inertia, internal conflict, and allegations of irregularities.
Launched in 2022, the Tk 3 billion initiative was intended to upgrade the country’s broadband infrastructure to meet rising demand through 2030. However, disputes over procurement processes, political interference, and legal hurdles have stalled implementation.
Complicating matters, a separate Tk 3 billion regulatory capacity-building project is now at risk, raising concerns of a combined government loss exceeding Tk 6 billion.
The project’s progress was disrupted after a semi-official letter from a senior adviser drew public attention, prompting an Anti-Corruption Commission (ACC) probe.
Though the equipment’s specifications were approved in 2020, internal resistance delayed formal acceptance. The then managing director’s refusal to endorse the evaluation results contributed to his dismissal.
Subsequent appeals by rival bidders and a questionable letter from a non-existent consumer group further stalled the tender process. Investigations found the disputed technology aligned with international standards, including those set by the ITU and used in Singapore.
A central disagreement remains over whether 26 or 126 terabytes of bandwidth are needed. Experts argue the latter is essential given the projected rise in internet usage.
Although a fact-finding report validated procurement compliance, dissenting board members demanded further review. Despite a court clearance, the opening of key letters of credit was cancelled, putting BTCL’s broader infrastructure plans—and public funds—at continued risk.
