The government is set to carry out a comprehensive impact analysis to assess the feasibility of allowing trade unions in export processing zones (EPZs), according to Labour and Employment Secretary AHM Shafiquzzaman.

“We have discussed this in detail with the chief adviser. We will commission an impact analysis by a third party to understand the socio-economic conditions,” Shafiquzzaman said today following a meeting with a US delegation at the labor and employment ministry.

EPZ workers receive more benefits than those working outside the zones, creating concerns about aligning both under a unified labor law. Despite these complexities, Shafiquzzaman did not rule out introducing a single law for EPZs that could allow independent trade unions.

EPZs operate under a distinct legal framework that governs foreign investments in these zones, making immediate legal changes challenging. “We need an impact analysis before moving to a single law. We’ve sought technical support from the US for this initiative,” Shafiquzzaman added.

He stressed the importance of rebuilding stakeholder confidence through greater transparency and trust. “There was a significant decline in trust, but I am committed to restoring it through transparent operations,” he said.
