Shipping sector to see budget boost, eyeing matarbari and mongla port upgrades

Bangladesh’s interim government is pursuing ambitious plans to transform Matarbari and Mongla ports into major regional shipping hubs, prompting the Ministry of Shipping to seek a nearly 50% hike in its development budget for FY2025- 26.
Officials said the Matarbari deep-sea port—intended to be the country’s first—could see its development funds nearly doubled. Meanwhile, the struggling Mongla port is expected to receive more than 45 times its current allocation as part of a major revival effort.
The ministry has requested Tk 104.30 billion in the upcoming Annual Development Programme (ADP), compared to Tk 70.59 billion in the current revised ADP for FY2025.
A senior ministry official said both ports have been prioritised due to their strategic importance for boosting trade and connectivity, especially with neighbouring countries such as India, Nepal, and Bhutan. “Matarbari will be an economic lifeline, while Mongla’s revival is key for regional trade,” the official noted.
The Matarbari port project is seeking Tk 22.68 billion, up from Tk 19.86 billion in the current ADP, along with Tk 18 billion for road links to Cox’s Bazar. Mongla port’s requested allocation stands at Tk 6.15 billion, a sharp rise from Tk 135.5 million.
An agreement with a Chinese firm has already been signed for Mongla’s development, with connectivity enhancements—like new rail links and expanded roads—underway.
Additionally, the ministry is seeking Tk 2.6 billion for Pyra port infrastructure, up from Tk 856.7 million.
