Black money whitening not ideal: Finance adviser

Finance adviser Dr Salehuddin Ahmed has acknowledged that the proposed opportunity to legalise undisclosed income in the national budget for FY2025–26 is “not commendable” and hinted it may be reconsidered if necessary.
Speaking at a post-budget press conference in Dhaka on Tuesday, Dr Ahmed clarified that there is no blanket provision to whiten black money in the interim government’s proposed budget. “If someone possesses undisclosed income, there is a limited provision to declare it under specific conditions,” he said.
The budget allows such funds to be invested in real estate—such as land and property—subject to higher tax rates.
Dr Ahmed indicated that the government was aware of public criticism of this measure and suggested reviewing the provision. “We are open to adjustments if the situation demands,” he said.
Echoing his remarks, National Board of Revenue (NBR) Chairman Dr Abdur Rahman Khan said: “There is no special legalisation scheme for black money. But people can still use undisclosed income by paying additional taxes in certain sectors.”
The statements reflect an effort to balance revenue mobilisation with concerns over fairness, as past blanket amnesty schemes have often drawn criticism for undermining honest taxpayers.
